Do you know "How to program ATMEGA16 using c language"?
Have you looked at the Atmel® web site ( http://www.atmel.com/dyn/products/produc... ) ?
You will need a C compiler, there is some introductory information ant the link above. Once you decide what compiler you want to use you can check the vendors web site for more information.
There is an open source compiler; http://winavr.sourceforge.net/
You might want to take a look here: http://www.smileymicros.com/ for a book about the using the AVR with the WinAVR compiler, and some low cost starer kits.
